Die freundschaftlichen Beziehungen zwischen zwei Städten haben am 15. November 1985 angefangen, als in der deutschen Stadt Hagen die Deklaration für die Welt und das Abkommen über die Partnerschaft zwischen Smolensk und Hagen unterschrieben worden sind.
